{"id":1902,"date":"2014-10-18T16:15:17","date_gmt":"2014-10-18T16:15:17","guid":{"rendered":"http:\/\/seancrowe.ie\/home\/?p=1902"},"modified":"2014-10-18T16:15:43","modified_gmt":"2014-10-18T16:15:43","slug":"1902","status":"publish","type":"post","link":"http:\/\/seancrowe.ie\/home\/1902\/","title":{"rendered":"Crowe Welcomes Broad Support For Social Clauses Bill"},"content":{"rendered":"<div dir=\"ltr\">\n<h1>Crowe\u00a0Welcomes Broad Support For Social Clauses Bill<\/h1>\n<p>Dublin South West TD Se\u00e1n Crowe has welcomed\u00a0the broad\u00a0support for a Sinn F\u00e9in Bill on the mandatory inclusion of social clauses in public contracts.\u00a0Crowe was speaking on the Bill in\u00a0 Leinster House and\u00a0said that it\u00a0has real potential to\u00a0protect the vulnerable and marginalised ensuring real\u00a0value for money when it comes to\u00a0 state contracts.<\/p>\n<div>\n<p>Deputy\u00a0Sean Crowe\u00a0said:<\/p>\n<p>\u201cIt was rare but\u00a0refreshing to hear the positive and broad political\u00a0\u00a0support for the our Social Clauses elements\u00a0in this\u00a0Public Procurement Bill. The Bill\u00a0 attracted\u00a0speakers from all shades of opinion\u00a0in the house and there was a\u00a0welcome consensus on its core objectives.<\/p>\n<p>\u201cThe \u00a0Bill in essence\u00a0adopts a\u00a0common sense\u00a0 approach and\u00a0lays out \u00a0how public purchasers and suppliers will be legally required to protect the vulnerable, promotes other social goals and \u00a0community benefits. This we believe\u00a0can be done by including social clauses in public contracts. Social clauses\u00a0can be used as\u00a0a tool for getting more value out of every public euro spent.<\/p>\n<p>\u201cThe Sinn F\u00e9in Bill legislates for the mandatory inclusion of social clauses in all public procurement contracts worth over one million euro.The state currently\u00a0spends about 9 billion euro each year on goods and services.<\/p>\n<p>\u201cWhile social clauses have been included in a very small number of public contracts, they are not currently part of legislation.<\/p>\n<p>\u201cNew EU rules now\u00a0mean that the Government is now legally obliged to legislate on the issues around\u00a0social clauses. This will enable public authorities to put more emphasis on social considerations while still taking account of price considerations<\/p>\n<p>\u201cOur Bill offers a simple but\u00a0strong start\u00a0around where\u00a0this EU legislation could be built upon\u00a0and its to be welcomed that the Government\u00a0has expressed support for our legislation.<\/p>\n<p>\u201cSinn F\u00e9in have already shown that progress is also possible at local authority level with our proposed legislation.
