{"id":3878,"date":"2019-07-16T13:43:41","date_gmt":"2019-07-16T13:43:41","guid":{"rendered":"http:\/\/seancrowe.ie\/home\/?p=3878"},"modified":"2019-07-16T13:43:42","modified_gmt":"2019-07-16T13:43:42","slug":"plan-to-end-rehabilitative-training-allowance-for-school-leavers","status":"publish","type":"post","link":"http:\/\/seancrowe.ie\/home\/plan-to-end-rehabilitative-training-allowance-for-school-leavers\/","title":{"rendered":"Plan to End Rehabilitative Training Allowance for School Leavers"},"content":{"rendered":"\n<p><strong>Plan to End Rehabilitative\nTraining Allowance for School Leavers <\/strong><\/p>\n\n\n\n<p>Dublin South West TD&nbsp;Se\u00e1n\nCrowe has described reports that the HSE plans to end the Rehabilitative\nTraining allowance as a retrograde step that is wrong, unacceptable and\nhighlights again the Government\u2019s inability to manage its Health budget.<\/p>\n\n\n\n<p>Hundreds of young school leavers\nwith a disability who take up training programmes this September are to have\ntheir Special Allowance of 31.80 axed and the allowance will no longer be paid\nto new entrants. <\/p>\n\n\n\n<p>The rehabilitative training is a\nlife skills programme that was funded by the HSE and is geared towards\nsupporting adults with disabilities to develop new skills that will support\nthem in developing confidence, independence and help them to progress to\nfurther educational and mainstream services where possible.<\/p>\n\n\n\n<p>Students already attending\na&nbsp;course&nbsp;will continue to receive their allowance until they complete\ntheir course finishes.<\/p>\n\n\n\n<p>Deputy Se\u00e1n Crowe said<\/p>\n\n\n\n<p>\u201cThe current Programme for\nGovernment commits to ensuring that all 18-year-old school leavers with an\nintellectual and physical Impairments will have access to continued education\nor training opportunities.<\/p>\n\n\n\n<p>&#8220;Despite this, it is now\nbeing reported that the HSE intends to end the rehabilitative training\nallowance for new entrants from the beginning of September.<\/p>\n\n\n\n<p>\u201cThis allowance is for\nschool&nbsp;leavers with a physical or mental impairment who take up training\nprogrammes; permitting them access to community, leisure and social integration\nactivities.&nbsp;<\/p>\n\n\n\n<p>\u201cThis cut will create a financial\ninequality among school leavers with a disability and has been described as a\nslap in the face by those who are planning to enter training this September.<\/p>\n\n\n\n<p>&#8220;The HSE received a budget\nincrease of \u20ac850 million for 2019, and the Minister has decided to pick on low\nhanging fruit because he can\u2019t control his own budget, with waste in projects\nlike the National Children\u2019s Hospital.<\/p>\n\n\n\n<p>&#8220;The Minister must immediately reverse this decision.
