{"id":2574,"date":"2016-05-24T08:14:33","date_gmt":"2016-05-24T08:14:33","guid":{"rendered":"http:\/\/seancrowe.ie\/home\/?p=2574"},"modified":"2016-05-24T08:18:34","modified_gmt":"2016-05-24T08:18:34","slug":"bin-charges-regime-will-penalise-hard-pressed-families-crowe","status":"publish","type":"post","link":"https:\/\/seancrowe.ie\/home\/bin-charges-regime-will-penalise-hard-pressed-families-crowe\/","title":{"rendered":"Bin Charges Regime Will Penalise Hard Pressed Families &#8211; Crowe"},"content":{"rendered":"<p>Bin Charges Regime Will Penalise Hard Pressed Families &#8211; Crowe<\/p>\n<p>Dublin South West TD Se\u00e1n Crowe has described the Government\u2019s proposed bin charges unfair and said it will penalise and put an additional burden on hard pressed families who are already\u00a0 struggling to pay rising house hold bills<\/p>\n<p>The outgoing Minister for Environment, Labour\u2019s Alan Kelly, introduced a new\u00a0 bin charge regime in the dying days of the last government which Crowe believes in the new D\u00e1il arrangement has now no mandate .<\/p>\n<p>Deputy Se\u00e1n Crowe said:<\/p>\n<p>\u201cMany of us in Leinster House, and at Council level, argued that the privatisation of waste collection would not only lead to a job losses and a poorer service, but that it would\u00a0 inevitably lead to an increase in service charges.<br \/>\nWe know to our cost, that waste charges have increased dramatically, and\u00a0 are facing into greater uncertainty but the likelyhood is that individuals and families will be forced to pay more.<\/p>\n<p>\u201cThe Government is planning to introduce a new Pay-By-Weight bin charges on the 1st of July 2016 and that all other charging systems, like flat fee, pay by tag etc., will cease from this date.<\/p>\n<p>\u201cFormer Minister Alan Kelly introduced mandatory minimum fees that collectors must charge per kilo, which were: 11 cent per kilo for residual waste (black bin); 6 cent per kilo for food\/organic waste (brown\/red bin); and 2 cent per kilo for recyclable waste (Green\/Blue bin)<\/p>\n<p>\u201cThere was also a significant focus on charging people for using their green\/blue recycling bin and much was made of Minister Simon Coveney\u2019s statement that people won\u2019t be charged for using these bins.<\/p>\n<p>In reality all\u00a0 Minister Coveney decided to change this week was the minimum fee which can be charged for recyclable waste to 0 cent per kilo.<\/p>\n<p>\u201cThis means waste collection companies now have the power to offer a continued no fee recycling collection to their customers.<\/p>\n<p>\u201cunfortunately with the control resting with the recycling companies the likelihood is that come 1st July 2016 most people will have to begin paying by weight for all of their bins including their green bins. .<\/p>\n<p>\u201cWhere companies already charge by weight, the price is usually higher than the minimum price per kilo. Many parts of Ireland do not currently\u00a0 have a diverse and competitive waste disposal market so they\u00a0 will be stuck with whatever notional charge\u00a0 their local company wants to claim.<\/p>\n<p>\u201cThis new charging regime is regressive and may\u00a0 well penalise and put an additional burden on hard pressed families who use their recycling bins.<\/p>\n<p>\u201cThis latest government\u00a0 disincentive will inevitably\u00a0 lead to an increase in illegal burning and dumping with its negative impact on the physical and visual environment.<\/p>\n<p>The government by placing\u00a0 power in the\u00a0 hands of a small number of private individual companies has contributed to this madness.
